We offer rebates to improve inefficient lighting systems to help you save money and energy. Review our Commercial and Industrial Lighting brochure for more information on how we may help you save money and energy.

For a link to currently available per-fixture incentives, click here. A simple agreement between the customer/business and Cowlitz PUD must be signed before starting on the project in order to qualify for available rebates. In addition, complete and include the lighting calculator which is required for each project agreement.

Commercial Advanced Rooftop Controls (ARC)

ARC Retrofit – Lite: $120 per ton

ARC-Lite products add one of the following equipment options to the existing rooftop unit:
•    A VFD and controller for variable-speed fan operation; or
•    A multispeed motor and controller for multispeed fan operation.

ARC-Full products also add a controller with all of the following enabled:
•    Digital, integrated economizer control with either differential dry-bulb or differential enthalpy with fixed dry-bulb high-limit shutoff; and
•    Demand Control Ventilation with proportional control, based on CO2 sensor reading.

3. Existing rooftop unit heating fuel type may be electric or gas.

4. Existing rooftop unit must have a cooling capacity equal to or greater than five tons, be a unitary system, and have a constant-speed supply fan. Split systems and rooftop units with variable-speed fans are not eligible.

5. ARC must be listed on the BPA Qualified Product List.

6. ARC projects are not eligible for a connected thermostat incentive.

3. Cowlitz PUD will verify the project meets program requirements. The incentive will be processed once verification is complete, and a check will be mailed within eight weeks of approval.

Retrofit or Conversion: For spaces conditioned by zonal or forced-air electric resistance heat as the primary heating source. No other heating sources are eligible.

Upgrade: For new construction/major renovation projects, retrofits replacing existing heat pumps, or retrofits replacing equipment using a fuel source other than electric.

Split System: 8.1 HSPF2 or 9.6 HSPF
Single Package: 7.0 HSPF2 or 8.3 HSPF

Minimum Efficiency Requirements for Equipment ≥65,000 and <135,000 BTU/H:
Split System and Single Package, 47˚F db/43˚F wb outdoor air: 3.5 COP

Minimum Efficiency Requirements for Equipment ≥135,000 BTU/H:
Split System and Single Package, 47˚F db/43˚F wb outdoor air: 3.4 COP

$150 per installed connected thermostat
Steps to Participate
Requirements
1. You must be an active Cowlitz PUD customer served by a non-residential rate. To be eligible for an incentive, your account must be in good standing. Cowlitz PUD reserves the right to withhold incentive funds and apply to past-due account balance.

2. This measure is available for retrofits only. Lodging, 24/7 occupancy, semi-conditioned spaces, and new construction are not eligible.

3. The heating fuel type of system to be controlled by new thermostat may be electric or gas.

4. The existing thermostat must not be web-enabled.

5. The installed thermostat must control an existing HVAC supply fan and serves a single zone. “Invisible zones” are permitted (e.g., separate RTUs serving different portions of a large retail space).

6. The installed connected thermostat must be listed on BPA’s Connected Thermostat Qualified Products List (QPL).

7. The thermostat must be programmed as follows:
• Thermostat is connected to the web.
• Temperature setback is used for unoccupied hours (heating and/or cooling, as applicable).
• Fan schedule uses auto mode for unoccupied hours (e.g., during unoccupied hours or holidays, the fan will only run when there is a demand for heating or cooling). Override duration set to three hours or less.
• For heat pumps, auxiliary resistance heat lock-out is enabled with appropriate temperature set point. In cases where two or more systems serve spaces that are not separated by physical barriers (e.g., “invisible zones”), simultaneous heating and cooling is eliminated (i.e., by having identical temperature setpoints and schedules with appropriate dead-bands, or through having network-coordinated controls)

All new ductless heat pumps (DHP) must have an AHRI certificate.

Replace existing electric resistance heat with:
•    Any DHP < 10.4 HSPF2 or < 11.0 HSPF: $1,000 per ton
•    Non-ducted DHP, minimum 10.4 HSPF2 or 11.0 HSPF: $1,300 per ton
•    Ducted or mixed DHP, minimum 9.4 HSPF2 or 10.0 HSPF: $1,300 per ton

Replace existing non-electric resistance heat with:
•    Any DHP < 10.4 HSPF2 or < 11.0 HSPF: Not eligible for a rebate
•    Non-ducted DHP, minimum 10.4 HSPF2 or 11.0 HSPF: $300 per ton

2. This incentive is available for retrofits and upgrades to existing buildings only.

3. Pre-conditions for a DHP retrofit: The space is conditioned by zonal or forced-air, electric-resistance heat as the primary heating source. No other heating sources are eligible. A failed heat pump system operating with electric-resistance back-up heat is not considered electric-resistance for the purposes of meeting pre-condition requirements.

4. Pre-conditions for a DHP upgrade: The space is conditioned by an operational or failed DHP or air-source heat pump; or the space is part of a building addition, new construction, or major renovation project.

5. The new ductless heat pump must have an AHRI certificate of product rating documenting the DHP outdoor condenser meets BPA’s efficiency requirements below:
• Non-ducted systems: 10.4 HSPF2 or 11.0 HSPF
• Ducted or mixed systems: 9.4 HSPF2 or 10.0 HSPF

6. This incentive is not available for packaged terminal air conditioning unit (PTAC) retrofits.

Packaged Terminal Heat Pumps (PTHPs) are an efficient replacement for Packaged Terminal Air Conditioners (PTACs), often found in commercial buildings with small living spaces. Both offer similar air-cooling performance; however, instead of electric-resistance heating elements, PTHPs use energy-saving heat pump technology for consistent, even warmth inside when the weather cools. Compact and easy to install, these units are ideal for commercial lodging and senior living facilities.

• Residential care (nursing home, retirement home, and assisted living facilities)

4. Pre-conditions for retrofit installations: The space is conditioned by a PTAC or zonal electric-resistance heat as the primary heating source. No other heating sources are eligible.

5. The installed PTHP must have an AHRI certificate of product rating.

Attic insulation is defined as insulation that is installed in the attic crawl space, typically on a horizontal surface.

Roof insulation is defined as insulation that is installed in direct contact with the building’s roof, typically a flat or slightly pitched surface.

Commercial Custom Projects Program

The Commercial Energy Efficiency Program provides financial rebates to commercial customers for the development and installation of electrical energy saving (non-lighting) measures in their facilities.

Incentive Information

Cowlitz will pay up $0.20 per kWh of verified annual energy savings OR up to 70% of incremental project costs, whichever is less.

We offer funding for custom energy efficiency improvement projects on commercial processes. Please review our Custom Project brochure for more details. Please note that a proposal form needs to be completed, submitted, and a simple agreement (between the Customer and Cowlitz PUD) needs to be signed before starting on the project in order to qualify for incentives.

Eligibility
• Any commercial customer of Cowlitz PUD (PUD) is eligible.

• Only improvements/measures that save electrical energy are eligible. Energy savings must be measurable and verifiable as determined by standard engineering practices.

• Before project materials are installed, a ‘Custom Project Proposal’ (Proposal) form must first be submitted to the PUD and subsequently approved by the Bonneville Power Administration (BPA).

• Lighting upgrades are not eligible under this program. Please see "Commercial and Industrial Lighting Program."
Steps to Participate
1. Customer completes Proposal form and submits to PUD.
a. Download blank Custom Project Proposal form.
b. View ‘sample’ completed Proposal.

2. Completed Proposals are reviewed by PUD and then BPA staff to determine if program requirements are met.

3. Upon BPA approval (typically within 10 business days of submittal), the Customer will be notified. The PUD will then generate a correstponding project ‘Formal Agreement’ (Agreement) and send it to the Customer after signature by managment. The Customer will have 30 days to sign and return the Agreement to the PUD.

4. After the project is completed, Customer notifies the PUD that the project is ready for inspection and verification by PUD and/or BPA staff.

5. Customer prepares and submits to the PUD a Project Completion Report which includes the verified Energy Savings (as determined by the “Measurement & Verification Plan” specified in the original Proposal) as well as supporting documentation of claimed Project Costs.

6. After review, PUD forwards the Completion Report to BPA. Once BPA approves the Completion Report (typically within 10 business days), it is included in the next monthly PUD invoice to BPA (for all recent conservation measures). Upon receipt of BPA conservation funds, PUD processes Customer invoice and mails check within 30 days.

7. Note: Regardless of the final verified kWh savings and verified Project Costs, the final incentive is capped at no more than the original ‘estimated’ incentive in the project Proposal.

Commercial Heat Pump Water Heater (HPWH)

Heat pump water heaters (also called hybrid water heaters) combine energy-saving heat pump technology with traditional electric elements. With a heat pump water heater, you get the same reliable hot water while using up to 60% less energy.

Unitary heat pump water heaters combine the tank and compressor in a single unit, while split-system heat pump water heaters have interior storage tanks and outdoor compressors installed outside the building

• This measure is for retrofits only. New construction projects are not eligible.
• The installed HPWH must replace an existing electric-resistance storage water heater.
• The installed HPWH must be Tier 3 or above and listed on BPA’s Qualified Products List.

3. For a Commercial HPWH:
• This measure applies to units classified by federal regulations as unitary, commercial water heaters.
• Retrofits and new construction projects are eligible, except in areas where building energy code requires a HPWH for electric water heating.
• The installed HPWH must be ENERGY STAR certified as per requirements in the Commercial Water Heaters Version 2 .0 or later.
• HPWH must have an integrated tank and be installed indoors in a conditioned or buffered space.
