Requirements
1. Rebates are only available for weatherization measures pre-authorized by Cowlitz PUD and installed by a contractor that is licensed and bonded in the State of Washington.

2. You must be an active Cowlitz PUD customer served by a residential rate. To be eligible for a rebate, your account must be in good standing. Cowlitz PUD reserves the right to withhold rebate funds and apply to past-due account balance.

3. An energy audit of the building must be completed by Cowlitz PUD prior to installation of weatherization measures.

4. Cowlitz PUD does not offer a rebate for windows and doors installed in garages or shops. Customers who convert a garage or shop area to a living space are required to obtain a permit from Cowlitz County Building and Planning. For this type of project, Cowlitz PUD will offer a rebate after the Certificate of Occupancy is issued by Cowlitz County Building and Planning.

5. The building must have electric heat in at least 50% of the conditioned space (living area). If the home is partially heated by oil, gas, or wood, only the portion of the home with electric heat will qualify.

6. For window replacement: Existing single-family homes, manufactured homes, and multifamily homes are eligible. Existing windows must be single-pane, single-pane with storms, or double-paned metal-frame windows. Replacement windows must have a National Fenestration Rating Council (NFRC)-rated U-Factor of .30 or lower and patio doors must have an NFRC-rated U-Factor of .35 or lower.

7. For exterior door replacement: Existing single-family homes and manufactured homes are eligible. The existing door must be an uninsulated or otherwise thermally substandard exterior door. The replacement door must be a pre-hung door with a threshold and ENERGY STAR certified or NFRC-rated and meet the U-factor and solar heat gain coefficient requirements listed below:
(Based on glazing level; the glazing level refers to the distinction of whether the replacement door is ≤ ½-Lite, which refers to the proportion of the door that is taken up by a window.)
Opaque: U-factor ≤ 0.17
≤ ½-Lite: U-factor ≤ .25 and solar heat gain coefficient ≤ .25
> ½-Lite: U-factor ≤ .30 and solar heat gain coefficient ≤ .40

8. Contractors must comply with Cowlitz PUD’s and Bonneville Power Administration’s installation and material standards and specifications. To assure program standards and specifications are met, all weatherization work must be inspected by the PUD. The contractor selected is the homeowner’s choice, and the work performed is for the homeowner. The PUD merely acts as an agent for the rebate to be provided to the contractor or homeowner.

9. Weatherization Assistance Program: This program provides weatherization to income-qualifying families and is administered by the Lower Columbia Community Action Program (CAP). Qualification is based on the total gross income of the individual(s) living in the home. To qualify for weatherization assistance, Cowlitz PUD must receive status verification from CAP prior to approval of any weatherization work. Contact CAP at (360) 261-6426 for more information.

2. If one has not been done in the past, schedule an appointment for a PUD energy audit.

3. Request bids from contractors that are licensed and bonded in the state of Washington. We recommend getting at least two bids. You can verify that a contractor is licensed at: https://secure.lni.wa.gov/verify/. Click the “Check It Out” button for tips on selecting a contractor.

4. Call or email Energy Efficiency Services to begin the bid review process. During this process, you will select the contractor of your choice, and an Energy Efficiency staff member will authorize the rebates. Rebates are only available for weatherization measures pre-authorized in writing by Cowlitz PUD.

5. Authorization documents will be sent by the PUD to the homeowner(s) and contractor(s), allowing for those parties to communicate and schedule the pre-authorized weatherization work.

6. Rebates will be issued after the weatherization measure(s) pass a Cowlitz PUD inspection and any inspection required by the city or county.

The largest contributor to high energy bills in winter and summer months is the movement of heat into and out of your home. Under-insulated homes allow opportunities for this movement, called heat transmission, between the living space and the outside. Heat transmission requires a lot of energy to maintain comfortable indoor temperatures. A routine crawl space inspection by a qualified pest inspection contractor is highly recommended by the PUD prior to weatherization.

9. Insulation measure life: The “measure life” (longevity of installed material) for insulation is 45 years. Cowlitz PUD’s willingness to pay one rebate per insulation measure at any eligible residential address in Cowlitz PUD’s service territory falls within this time frame. If a rebate is paid for an insulation measure, the home is not eligible for another payment for 45 years.

10. Weatherization Assistance Program: This program provides weatherization to income-qualifying families and is administered by the Lower Columbia Community Action Program (CAP). Requirements

2. New and existing single-family homes and manufactured homes with whole-home centrally ducted systems are eligible. All centrally ducted systems qualify for a rebate, including homes where the primary heating fuel is not electricity.

3. New centrally ducted air conditioner must be rated as having at least 16 SEER or at least 15.2 SEER2.

4. The installed air conditioner must have an AHRI certificate of product ratings.

5. Work must be performed by a contractor listed on the PUD’s Qualified Contractor list (www.comfortreadyhome.com).

6. Limit of one centrally ducted air conditioner rebate, per residence, every 18 years. Homes with a heated floor area greater than 4,500 square feet or with two independent duct systems may qualify for up to two rebates, when two qualifying heat pumps are installed. 1. Get bids from one or more of the listed PUD-qualified Heat Pump Contractors.

2. Choose the bid that best meets your needs and make arrangements with the contractor to have the centrally ducted air conditioner installed. Rebates will only be provided for installations completed by a PUD-qualified heat pump contractor.

3. Following installation, the contractor will complete the PUD rebate application and provide the PUD with detailed information about the installation.

4. Cowlitz PUD will review the application, and an Energy Efficiency Specialist will contact you for feedback on your program experience.

5. Cowlitz PUD will mail the rebate in accordance with the terms of the rebate application, within eight weeks of approval.

Ducted Heat Pump Upgrade or Conversion

Ducted Heat Pump Upgrade or Conversion logo
Air-source heat pumps use up to 40% less energy than electric resistance heating systems like furnaces, baseboards, and wall heaters. They also provide cooling, so a single system can deliver year-round comfort for your home. Newer heat pumps work well in lower temperatures making them a good choice in all climates.

Heat pumps use electricity and refrigerant lines to move heat from one location to another, which is more energy efficient than creating heat. They transfer the heat out of the home in the summer and into the home during the winter. When properly installed by a trained HVAC technician, an air-source heat pump can deliver up to three times more heat energy to a home than the electrical energy it consumes.

5. Heating Season Performance Factor (HSPF2) is the standard test for overall heating efficiency. The higher the HSPF2, the more efficiently the heat pump operates. Seasonal Energy Efficiency Ratio (SEER2) is the rating for cooling performance. The higher the SEER2, the more efficiently the heat pump cools. For heat pump upgrade and conversion rebates, the new heat pump must meet the federal minimum efficiency standards of 14.3 SEER2 and 7.5 HSPF2.

6. The installed heat pump must have an AHRI certificate of product ratings. All components of the heat pump, including indoor and outdoor components, must be AHRI-tested and certified and meet all other measure requirements.

7. Work must be performed by a contractor listed on the PUD’s Qualified Heat Pump Contractor list.

• Existing single-family homes (1to 4 dwelling units under the same roof) with electric zonal heat (wall heaters, baseboard heaters or ceiling cable heat) or an electric forced-air furnace.
• Existing single-family residential additions where the primary electric or non-electric system’s ductwork has not been extended to the addition and/or where the current heating source in the addition is electric zonal.
• New or existing manufactured homes with electric zonal heat (wall heaters, baseboard heaters or ceiling cable heat) or an electric forced-air furnace.
• Existing multifamily homes (5 or more dwelling units under the same roof) with electric zonal heat (wall heaters, baseboard heaters or ceiling cable heat).

4. A failed heat pump system operating with electric-resistance back-up heat is not considered electric-resistance for the purposes of meeting pre-condition requirements.

5. Cowlitz PUD does not offer a rebate for heat pumps installed in garages or shops. Customers who convert a garage or shop area to a living space are required to obtain a permit from Cowlitz County Building and Planning. For this type of project, Cowlitz PUD will offer a rebate after the Certificate of Occupancy is issued by Cowlitz County Building and Planning.

6. DHP or ducted mini-split must be a split-system heat pump employing an inverter-driven outdoor compressor with inverter-driven or variable-speed indoor blower that meets the federal minimum efficiency standards of 14.3 SEER2 and 7.5 HSPF2.

7. The installed DHP must have an AHRI certificate of product ratings. All components of the heat pump, including indoor and outdoor components, must be AHRI-tested and certified and meet all other measure requirements.

8. The DHP must be installed on a dedicated electrical circuit, according to manufacturer’s specifications and the Comfort Ready Home Program’s “Best Practices for Installing Ductless Heat Pumps Guide.”

9. Limit of one DHP rebate, per residence, every 15 years.

If your single-family home or manufactured home has ducts connected to an electric forced-air furnace or an electric heat pump, a qualified contractor can perform Prescriptive Duct Sealing, a service in which new or existing ductwork is repaired and sealed.

6. Homes with two independent, electrically heated duct systems may qualify for up to two duct sealing rebates, provided that all other program requirements are met.

1. Get bids from one or more of the listed PUD-qualified Heat Pump Contractors.

3. When the duct sealing work is finished, the contractor will complete the PUD rebate application and provide the PUD with detailed information about the installation.

Hot Water Safety

From a safety and cost-savings standpoint, lowering the temperature makes a lot of sense. Check out these facts:

Time it takes to produce serious burns:
150º F - 2 SECONDS
140º F - 5 SECONDS
130º F - 30 SECONDS
120º F - 10 MINUTES

To Check and Adjust:
Although some manufacturers set water heater thermostats at 140ºF, most households usually only require them to be set at 120ºF, which also slows mineral buildup and corrosion in your water heater and pipes. Water heated at 140ºF also poses a safety hazard—scalding. Savings resulting from turning down your water heater temperature are based on two components: reduced standby losses (heat lost from water heater into surrounding basement area); and consumption (from water demand or use in your home). Set too high, or at 140ºF, your water heater can produce standby heat loss resulting in energy waste.

• Run hot water at the faucet nearest your water heater.
• Measure the water temperature with a cooking thermometer. If it’s above 120º F, consider turning it down.
• You will need a flat-tip screwdriver and possibly a Phillips screwdriver. We also suggest using gloves, as you will be working around insulation.
• TURN OFF THE ELECTRICITY TO YOUR WATER HEATER PRIOR TO MAKING ANY ADJUSTMENTS. This is done by switching off the appropriate breaker at your electric panel.
• Remove the thermostat access panel(s) and cover(s). Do not remove the plastic protectors covering the thermostats.
• Using a flat tip screwdriver, rotate the adjusting knobs to the desired setting.
• Replace the covers and access panels, and turn on the electrical supply.

2. New and existing single-family homes, manufactured homes, and multifamily homes are eligible. In existing homes, the new HPWH must replace an existing electric-resistance storage water heater.

3. The installed HPWH must be listed on Bonneville Power Administration’s (BPA) Qualified Products List.

4. HPWH must be a split type system with the outdoor unit installed outside the house.

5. HPWH must be installed according to manufacturer’s specifications and BPA requirements, including but not limited to:
• All water or refrigerant lines connecting the tank and outdoor units must be insulated with minimum R-4;
• If domestic hot water pipes outdoors are freeze-protected with heat cable, the cable must be installed per manufacturer’s instructions, underneath the insulation, and be thermostatically controlled to prevent the tape from operating above 38 degrees Fahrenheit;
• No resistance heating is allowed (except heat tape for freeze protection); and
• The system must be plumbed with a thermal mixing valve which is equipped with internal check valves on the hot and cold water lines connecting to it.

6. Limit of one split-system heat pump water heater rebate, per residence, every 15 years.

7. Rebate cannot exceed the total cost of purchase and installation of the HPWH.

4. For pre-1976 manufactured home replacement rebates:
• The existing manufactured home must have been built prior to 1976, be electrically heated, and be occupied as a residence.
• The existing manufactured home must be decommissioned and disposed of and cannot be used as a dwelling unit once the new NEEM home is sited.

5. Program requirements and available rebates are subject to change without prior notice.
Steps to Participate
1. Work with your manufactured home dealer to select an eligible NEEM home.

2. After the new home is sited and ready for occupancy, complete the “Residential NEEM Certified Home Rebate Application,” and attach the original “NEEM Certificate of Compliance.” Retain a copy for your records.

3. For pre-1976 manufactured home replacement rebates, attach a completed “Manufactured Home Replacement Documentation Form.” Contact Cowlitz PUD for this form.

4. Completed applications must be submitted to Cowlitz PUD within 90 days of occupancy date.

5. Cowlitz PUD will verify the information on the application and conduct an onsite quality inspection to ensure program specifications are met. The rebate will be issued by check within eight weeks of approval.

Cowlitz PUD and Fibre Federal Credit Union have formed a partnership focused on making energy efficiency more accessible and affordable to everyone. In the Home Energy Loan Program, rebates available for completed conservation projects can be applied to home energy loans reducing overall interest rates – lowering to zero in most cases!

How do I get started?
1. Contact Cowlitz PUD Energy Efficiency Services to learn about the energy program, rebate availability, and program participation requirements.
2. Complete the Residential Energy Efficiency Loan Program Participation Form. Obtain at least one (1) contractor bid for the energy project. We encourage you to obtain at least two (2) bids.
3. Obtain project pre-approval from Cowlitz PUD Energy Efficiency Services.
