Eligibility
If your home has permanently installed electric heat prior to weatherization work being authorized and has had an energy audit completed by the PUD, the following weatherization measures may be partially funded by Cowlitz PUD’s Residential Weatherization Program:

• Insulating of ceiling, floor and/or walls
• Air sealing in conjunction with installing ceiling and/or floor insulation
• Duct Insulation
• Replacement windows - Home must be fully insulated (ceiling, floor, walls) to be eligible for replacement window rebate.)
• Replacement exterior doors (Exterior replacement doors are for single family or manufactured homes only).

Rebates are only available for PUD-pre-authorized weatherization measures installed by contractors currently licensed and bonded in the State of Washington. Contractors must comply with the PUD’s/BPA’s installation and material standards and specifications. To assure program standards and specifications are met, all weatherization work must be inspected by the PUD.

It should be understood that the contractor selected is the homeowner’s choice, and the work performed is for the homeowner. The PUD merely acts as an agent for the rebate to be provided to the contractor or homeowner.

Insulation Measure Life
The “measure life” (longevity of installed material) for insulation is 45 years. Cowlitz PUD’s willingness to pay one rebate per insulation measure at any eligible residential address in Cowlitz PUD’s service territory falls within this time frame. If a rebate is paid for an insulation measure, the home is not eligible for another payment for 45 years.

Weatherization Assistance Program:
This program provides weatherization to income-qualifying families and is administered by the Lower Columbia Community Action Program (CAP). Qualification is based on the total gross income of the individual(s) living in the home. To qualify for weatherization assistance, Cowlitz PUD must receive status verification from CAP prior to approval of any weatherization work.

Requirements
Program Requirements and Guidelines:

1. Site-built single-family homes, multi-family buildings and manufactured homes are eligible.

2. Must have permanently installed electric heat in at least 50% of the conditioned space (living area). If the home is partially heated by oil, gas or wood, only the portion of the home with permanently installed electric heat will qualify.

3. Garages and shops are not eligible.

4. A Cowlitz PUD energy audit must be performed prior to installation of weatherization measures.

5. Measure life for insulation is 45 years. If a rebate was paid for an insulation measure, the home will not be eligible for another rebate of the same type for 45 years (regardless of property ownership changes).

6. A routine crawl space inspected by a qualified pest contractor prior to weatherization is highly recommended.

7. Weatherization work must be installed by a contractor that is licensed and bonded in the State of Washington.

Rotten or Pest-infested Building Members:
Insulation and any other authorized weatherization-related work must not be installed over or under rotten or pest-infested spaces and/or building components (i.e. wall studs, joists, etc.). Any needed repair work must be done at the homeowner’s expense prior to weatherization. A routine crawl space inspection by a qualified pest inspection contractor is highly recommended by the PUD prior to weatherization.

Steps for Participation in Our Program

1. Call Energy Efficiency Services to determine eligibility for our program.

2. Request bids from contractors that are licensed and bonded in the state of Washington. We recommend getting at least two bids. You can verify that a contractor is licensed at: https://secure.lni.wa.gov/verify/.

3. Call Energy Efficiency Services to schedule an appointment to review your bid(s) at PUD’s main office. During the appointment, you will select the contractor of your choice, and the Energy Efficiency staff member will authorize the rebates.

4. Authorization documents will be sent by the PUD to the homeowner(s) and contractor(s), allowing for those parties to communicate and schedule the pre-authorized weatherization work.

5. Rebates will be issued after the weatherization measure(s) pass a Cowlitz PUD inspection and any inspection required by the city or county.

This upgrade involves having a trained professional seal air leaks using mastic sealant or metal tape and insulating all accessible ducts (such as those in attics, crawlspaces, unfinished basements, and garages).

Heat Pump Upgrade or Conversion

During the heating season, heat pumps move heat from the cool outdoors into your warm house and during the cooling season, heat pumps move heat from your cool house into the warm outdoors. Because they move heat rather than generate heat, heat pumps can provide equivalent space conditioning at as little as one quarter of the cost of operating conventional heating or cooling appliances.

Requirements
To be eligible for rebates, you MUST use a PUD approved contractor.

Both new and existing site-built and existing manufactured homes are eligible for rebate incentives.

Rebates will be provided to homeowners who have a PUD-qualified heat pump contractor upgrade their heating system with the installation of a premium efficiency heat pump system, in accordance with the PUD’s installation standards, and who upgrade their ductwork to meet the Performance Tested Comfort SystemsTM (PTCSTM) duct sealing requirements.

The heat pump system must meet or exceed the Program’s minimum efficiency requirements:
Minimum HSPF rating for new equipment: 9.0*
Minimum SEER rating for new equipment: 14.0**

*HSPF (Heating Season Performance Factor) is the standard test for overall heating efficiency. The higher the HSPF, the more efficiently the heat pump operates.

**SEER (Seasonal Energy Efficiency Ratio) is the rating for cooling performance. The higher the SEER, the more efficiently the heat pump cools.
Steps to Participate
To be eligible for rebates, you MUST use a PUD approved contractor.

Program Step-by-Step Procedures:
1. Get bids from one or more of the listed PUD-qualified PTCS Heat Pump and Duct Sealing Contractors and confirm the system meets PUD program requirements.
2. Choose the bid that best meets your needs and make arrangements with the contractor to have the heat pump installed. Rebates will only be provided for installations completed by a PUD-qualified heat pump contractor.
3. Following installation, the contractor will provide the PUD with detailed information about the installation. An Energy Efficiency Specialist will then call you for feedback on your program experience.
4. Once your feedback is received, Cowlitz PUD will mail the rebate in accordance with the terms of the Customers/Contractor Agreement and Bid Form.

Rebate Process

• Customer must complete and sign the Smart Thermostat Rebate Application.
• Application must also be signed by the installer.
• Customer must submit the completed application, along with a copy of the purchase receipt, to Cowlitz PUD within 90 days of purchase.
• If the thermostat was installed by an HVAC contractor, a copy of the contractor’s invoice must be included with the application.
• Allow 6-8 weeks for processing.
• Rebate will be issued by check.

Requirements
1. Heat pump water heater (HPWH) must be installed in a residence within Cowlitz PUD’s electric service area, and applicant must have an active account with Cowlitz PUD.
2. In an existing home, HPWH must replace an electric storage water heater.
3. HPWH must be installed according to manufacturer’s specifications. Refer to the manufacturer’s installation instructions for guidance on location and recommendations for ducting.
4. Attach a copy of the purchase receipt showing the brand name and model number of the HPWH.
5. Return application and receipt copy to Cowlitz PUD by mail, fax or email, within 90 days of purchase.
6. Rebate will be issued by check. Please allow to four to six weeks for processing.
7. HPWH rebates can be issued no more frequently than once every ten years, per residence.
8. Program requirements and available rebates are subject to change without prior notice.

Hot Water Safety

From a safety and cost-savings standpoint, lowering the temperature makes a lot of sense. Check out these facts:

Time it takes to produce serious burns:
150º F - 2 SECONDS
140º F - 5 SECONDS
130º F - 30 SECONDS
120º F - 10 MINUTES

To Check and Adjust:
Although some manufacturers set water heater thermostats at 140ºF, most households usually only require them to be set at 120ºF, which also slows mineral buildup and corrosion in your water heater and pipes. Water heated at 140ºF also poses a safety hazard—scalding. Savings resulting from turning down your water heater temperature are based on two components: reduced standby losses (heat lost from water heater into surrounding basement area); and consumption (from water demand or use in your home). Set too high, or at 140ºF, your water heater can produce standby heat loss resulting in energy waste.

• Run hot water at the faucet nearest your water heater.
• Measure the water temperature with a cooking thermometer. If it’s above 120º F, consider turning it down.
• You will need a flat-tip screwdriver and possibly a Phillips screwdriver. We also suggest using gloves, as you will be working around insulation.
• TURN OFF THE ELECTRICITY TO YOUR WATER HEATER PRIOR TO MAKING ANY ADJUSTMENTS. This is done by switching off the appropriate breaker at your electric panel.
• Remove the thermostat access panel(s) and cover(s). Do not remove the plastic protectors covering the thermostats.
• Using a flat tip screwdriver, rotate the adjusting knobs to the desired setting.
• Replace the covers and access panels, and turn on the electrical supply.

• NEEM homes must be electrically heated, new and certified compliant with Northwest Energy Efficient Manufactured Housing Program standards.
• NEEM Certification documentation is required to be submitted with application.
• Either a Final Inspection Checklist or Certificate of Occupancy (must include date) must be submitted with the application.
• Participant authorizes Cowlitz PUD to conduct quality inspections to ensure program specifications are followed.
Steps to Participate
1. Call or email Cowlitz PUD to discuss our program offering.
2. Work with your manufactured home dealer to find eligible NEEM homes.
3. Dealer will provide a NEEM Certificate of Compliance.
4. Complete an Cowlitz PUD NEEM Home Rebate Application from and submit the NEEM Certificate of Compliance and Certificate of Occupancy form.
5. Cowlitz PUD will conduct a quality inspection to ensure program specifications are met.
6. Cowlitz PUD will issue a rebate payment to customer upon receipt of all required documentation.

Cowlitz PUD and Fibre Federal Credit Union have formed a partnership focused on making energy efficiency more accessible and affordable to everyone. In the Home Energy Loan Program, rebates available for completed conservation projects can be applied to home energy loans reducing overall interest rates – lowering to zero in most cases!

How do I get started?
1. Contact Cowlitz PUD Energy Efficiency Services to learn about the energy program, rebate availability, and program participation requirements.
2. Complete the Residential Energy Efficiency Loan Program Participation Form. Obtain at least one (1) contractor bid for the energy project. We encourage you to obtain at least two (2) bids.
3. Obtain project pre-approval from Cowlitz PUD Energy Efficiency Services.

Solar Energy

Solar systems are gaining popularity and as the market evolves, the price continues to become more affordable depending on the size of your system. With a PV (photovoltaic) system, PUD customers can generate their own clean, renewable energy.

Solar works best on south facing roofs, though east or west oriented low-slope roofs may be suitable as well. There should be little or no shading from trees, buildings, chimneys, or roof gables. Remember, locations with no shading in winter may be shaded by spring and summer foliage, and little trees will grow!

  • Solar equipment is exempt from property taxation.
  • Installing a solar system increases the value of your home without increasing your property taxes.
  • The environmental benefits of renewable energy are immediate and long-term.
  • Solar energy contributes to cleaner water and fresher air.
  • It encourages sustainable use of our natural resources for future generations.

Cowlitz PUD does not offer any incentives for installing solar.

Going solar is a significant decision. As with any major purchase, get multiple bids for your solar system project. Many Americans will find the market highly competitive, with multiple solar companies competing for your business. Make sure you’re comparing apples with apples by closely reading the terms from different contractors.

Research your solar company. Before entering an agreement with a solar company, do your homework. Ask for proof of license, and check with your county or state to ensure the firm is in good standing. Check with the local Better Business Bureau and other consumer guides.
