Incentive Information

To be eligible for rebates, customer's account must be in good standing and ALL weatherization measures MUST be pre-authorized by the PUD. PUD reserves the right to withhold rebate funds and apply to past-due account balance.

Eligibility
If your home has permanently installed electric heat prior to weatherization work being authorized and has had an energy audit completed by the PUD, the following weatherization measures may be partially funded by Cowlitz PUD’s Residential Weatherization Program:

• Insulating of ceiling, floor and/or walls
• Air sealing in conjunction with installing ceiling and/or floor insulation
• Duct Insulation
• Replacement windows - Home must be fully insulated (ceiling, floor, walls) to be eligible for replacement window rebate.)
• Replacement exterior doors (Exterior replacement doors are for single family or manufactured homes only).

Rebates are only available for PUD-pre-authorized weatherization measures installed by contractors currently licensed and bonded in the State of Washington. Contractors must comply with the PUD’s/BPA’s installation and material standards and specifications. To assure program standards and specifications are met, all weatherization work must be inspected by the PUD.

It should be understood that the contractor selected is the homeowner’s choice, and the work performed is for the homeowner. The PUD merely acts as an agent for the rebate to be provided to the contractor or homeowner.

Insulation Measure Life
The “measure life” (longevity of installed material) for insulation is 45 years. Cowlitz PUD’s willingness to pay one rebate per insulation measure at any eligible residential address in Cowlitz PUD’s service territory falls within this time frame. If a rebate is paid for an insulation measure, the home is not eligible for another payment for 45 years.

Weatherization Assistance Program:
This program provides weatherization to income-qualifying families and is administered by the Lower Columbia Community Action Program (CAP). Qualification is based on the total gross income of the individual(s) living in the home. To qualify for weatherization assistance, Cowlitz PUD must receive status verification from CAP prior to approval of any weatherization work.

Requirements
Program Requirements and Guidelines:

1. Site-built single-family homes, multi-family buildings and manufactured homes are eligible.

2. Must have permanently installed electric heat in at least 50% of the conditioned space (living area). If the home is partially heated by oil, gas or wood, only the portion of the home with permanently installed electric heat will qualify.

3. Garages and shops are not eligible.

4. A Cowlitz PUD energy audit must be performed prior to installation of weatherization measures.

5. Measure life for insulation is 45 years. If a rebate was paid for an insulation measure, the home will not be eligible for another rebate of the same type for 45 years (regardless of property ownership changes).

6. A routine crawl space inspected by a qualified pest contractor prior to weatherization is highly recommended.

7. Weatherization work must be installed by a contractor that is licensed and bonded in the State of Washington.

Rotten or Pest-infested Building Members:
Insulation and any other authorized weatherization-related work must not be installed over or under rotten or pest-infested spaces and/or building components (i.e. wall studs, joists, etc.). Any needed repair work must be done at the homeowner’s expense prior to weatherization. A routine crawl space inspection by a qualified pest inspection contractor is highly recommended by the PUD prior to weatherization.
Steps to Participate
Steps for Participation in Our Program

1. Call Energy Efficiency Services to determine eligibility for our program.

2. Request bids from contractors that are licensed and bonded in the state of Washington. We recommend getting at least two bids. You can verify that a contractor is licensed at: https://secure.lni.wa.gov/verify/.

3. Call Energy Efficiency Services to schedule an appointment to review your bid(s) at PUD’s main office. During the appointment, you will select the contractor of your choice, and the Energy Efficiency staff member will authorize the rebates.

4. Authorization documents will be sent by the PUD to the homeowner(s) and contractor(s), allowing for those parties to communicate and schedule the pre-authorized weatherization work.

5. Rebates will be issued after the weatherization measure(s) pass a Cowlitz PUD inspection and any inspection required by the city or county.
